Because the evidence was so weak, it took almost a year for the charges to be filed. Law enforcement and the DA’s Office have struggled to locate any fire, and seem to just be inhaling a lot of smoke. 

It is currently unclear if Osborn has obtained legal representation and who can comment for him.
